The Mogu ruins of Guo-Lai is not accessible IC, no exceptions. Everywhere else however is available!
The Horde have access to the Shrine of Seven Stars and the Alliance have access to the Shrine of Two Moons.
Neutral races such as Pandaren are allowed at either so long as they are their for a valid reason. (Trade for example.)
