So the staff was asked to give a stance on the lore of Forsaken monks, and we have decided that they were allowed to be a monk by Blizzard therefore are allowed to be a monk. Now, this does not mean it will not be hard for a Forsaken to be a monk, and most likely they may turn from their own kin for some time during training, but there is not reason that they cannot be. They'd just be rare. Furthermore, the Staff is not allowing "Dark Chi" as something Forsaken can do.
As for Worgen and Goblin's ability to become monks: For Both races it would be extremely difficult for them to become a monk, and work against their very natures, so we are, again, sticking to Blizzard Lore and decisions about disallowing Worgen/Goblin Monks.
