Unable to connect/ping the server.

I've been facing the dreaded 'server unavailable' error

I can't seem to fix it, it isn't server side apparently and I cannot ping 192.223.25.140 with my cmd prompt(Meaning, I ping it and all packets are lost)... ANy ideas?
